This is shown by my very first pvp twink, level 20 trader with a pump. I had ql 30 imps in (pretty much all i needed to get the pump on) and like ql 50 PM/TS imps in for the drains. And of course he sucked totally and i sold the pump within 2 weeks of "finishing".
And theres no point of spending lots of creds and lots and lots of time if your gonna be beaten by pretty much everyone, so even if you think it wont matter as you can get the weapon on/cast the nanos etc, still go higher and push everything you can out of it. Traders will dislike you that way as well :P

Wonderful post, sorry I missed it when it first came out.

Minor notes:
"If you are Clan, you get a tremendous advantage with the Nodda Gregg Bronto Burger quest, with gloves and pants that give +4 Strength and +5 Stamina respectively. Also, the ring from Commander Brock once again proves to be useful."
While you need to be Clan to put on the rings, the gloves and pants do not have that req. Getting a Sargent ring isn't hard, and I just leave it on until the twink is done (or maybe not). The bronto parts for Nodda are easily picked up west of ToTW. If you just collect the side certs on Noob Island, then go clan while lvl 14 to collect these goodies, it's only a few hours to go back ommer for the rollerat suit buffs, which were probably spent collecting for Brock. Swapping sides is part of going all the way after all.

Seems like the Pillow is easier than the pistol:

This step is the biggest pain in the butt, in my opinion. You will see why in a moment. The Collar Casero de la Cripta is one of the best neck slot items for a low level twink. Even if it is severely OE (will be 25% in this case), you get most of the benefits of the collar. The problem is that it will take 470 BioMet to equip the darn thing. This will take pretty much every buff in the game for BioMet, plus a lot of specialized equipment. The biggest advantage, though, is a whopping +30 NCU!

However, let's take a look at the buffs needed, shall we?
* BioMet Expertise: 4 NCU, +20 BM
* Mocham's Gift: BioMet: 51 NCU, +140 BM
* Team Skill Wrangler (Premium): 58 NCU, +132 BM
* Intelligence Boost: 3 NCU, +2-3 BM
This is 116 NCU! We only have 88 NCU. We can raise this a bit by attempting to ladder in higher Comp Lit implants and putting in slightly higher NCU chips. Another option is to put a Rebuilt NCU implant of low QL in the Left Wrist. I did not do this, however...

What I ended up doing is using a full suit of QL 21 Carbonum (you can use up to a suit of QL 16, and it is suggested that you get this as low as possible). I needed Stamina Boost to wear it, which further crunches my NCU. A full suit of Carbonum armor at that QL gives 2 NCU per piece, or 14 NCU total. This brings us to 102 NCU, which is still not enough. We need some extra help from a Ring of Nucleus Basalis. We can level this ring up with our treatment buffs to give us more than the NCU that we need (I leveled it to give the exact amount, +14).

Now, in the previous step, we implanted some BM in the head (+43) and waist (+16). We also will need a Chest BM implant. If you just have a BM cluster in the Chest, it will be based on Strength. Since the left and right arm slots are open, we can buff Strength by quite a bit, on top of Nano Program buffs.

Our base Strength is 60, which can be boosted by Prodigious Strength, Concrete Cushions (which you need to briefly cast Thug's Delight to equip), Essence of Behemoth, and Strength Boost. With the aforementioned NCU buffs, you should be able to hold it all. This gives us:
60 (Base) + 27 (Behe) + 40 (PS) + 12 (Boost) + 16 (CC) = 155
There is a wrinkle, though, of implanting that high. You won't be able to get enough treatment, because you don't have enough NCU for a treatment buff. (rawr!)
70 (Base) + 42 (Implants) + 78 (Med Suit) + 100 (Surgery Clinic) = 290
This IS high enough Treatment to put in QL 60 implants:
* Left Arm: QL 60 Shiny Strength, Bright Brawling, MatMet Faded
* Right Arm: QL 60 Shiny Brawling, Bright Strength

This gives a total bonus of 32 Strength. This is more than enough to implant a QL 75 Chest. I killed Behe and used SFA instead:
* Chest: QL 75, Bright BioMet (+25)

Still, even with all of those buffs, we will come up short:
63 (Base) + 84 (Implants) + 140 (Mocham's) + 20 (Expertise) + 132 (Wrangle) + 3(Int Trickledown) = 442
Now here's where the Pistol implanting comes into play. There is a gun called the Soft Pepper Pistol which adds 14 to BioMet at QL 51. This pistol requires 251 Pistol to equip. Our pitiful Pistol skill is 16. However, with our implants, we raised it another 85 points, to 101. This means with Pistol Expertise and a Wrangle, we can equip this pistol. This is what I used:
16 (Base) + 20 (Pistol Expertise) + 85 (Implants) + 131 (Wrangle) = 252
Great! That's 14 more points. We also can get another point of trickledown from equipping a QL 1 Second-Hand Old English Trading Co. pistol in the Right Hand.

That still brings us to 442+15=458 points. We need 12 more points from somewhere. Let's look at armor, shall we? (ignoring the fact that we have Carbonum armor on that we need for NCU buffs). I used a White Sack, which drops from J00 the Leet in Omni Forest, and gives +5 BioMet (you need 16 Psychic to equip this... interesting that I raised my Psychic to 16, eh?). I also used the Omni Special Executive Suit, which is obtained by a Nanomage-only quest from the OT Tailor, and gives us +6 more BioMet. This leaves us with 458+11=469, one stinkin' point off from 470. You can use a pair of low QL Ring of Presence for those remaining points, OR you can turn to the BioMet buffing rings from SL (which are usable by froobs), an Emerald or a Sapphire embedded in a Filigree ring. If you are clan, you NEED these items because you won't have access to the Omni Special Executive.

However, we ARE using our Carbonum Armor for buffing NCU. The trick is, of course, that you still keep your buffs even if you lose the NCU from the Carbonum Armor from disequipping it. So in order to make this work, we have to:
* Receive our buffs, Mocham's Gift: BioMet, BioMet Expertise, Intelligence Boost, 132 Wrangle
* Equip the White Sack
* Equip the Rings
* Equip the full Omni Special Executive
* Finally, equip the Collar Casero de la Cripta, before the Wrangle runs out.

It's a LOT of hot swapping. But after you succeed, you'll have 30 more NCU to play with, along with a ton of nice buffs for PvP.

A level 15 character cannot cast Brutal Thug, and the whole point of the build was to wield a Cold Morning Icebreaker out of OE with self-buffs only (as indicated in the first paragraph). Also, you posted the Collar Casero link, and I'd dare say that there are no decent low level twinks out there who wear something else in the neck slot... the buffs are just too valuable. I don't see how Brutal Thug plays into equipping a Collar.

brutal thug is a target buff xD. I used it to get a 49 on a 15. of course i have a lvl 120 enf for brutal thug, even tho i dont need it for OE, its for the attack rating add on. Not saying you didn't do an amazing job, just that it could be a bit easier. We did nearly the same thing for the 4 slot belt :), i posted that,and i didnt notice about that self buff only thing, but that was excellent!

I KNOW Brutal Thug is a targeted buff. If you had read the discussion of the variants below this, about the 1HB weapons, you would see this. The point wasn't to create a level 15 character reliant on outside buffs for any purpose (PvP or PvM... I don't even use this character for PvP because a single Root kills the character). The point was to be able to equip a CMI without being OE on self-buffs alone. Also, the process is documented so that folks who decide to twink level 15ish characters on their own can see step-by-step instructions on how to get into ridiculously high implants.

Finally got around to trying out the Icebreaker yesterday. Support Beams are pretty neat too. Handy guide, I could just check it for pointers.

How high a lvl can you run an Icebreaker? While in ToTW at lvl 19[1], I was killing the cultists that my escort missed (since he got a little train from yet another fixer). What sort of weapon can follow on to an Icebreaker, Howlet about it?

[1] I was being lazy and skipping any hard twinking to see how well the Icebreaker performed. I like it.

Excellent guide. A few points to add, though, for the readers:

Dual pillows (+30 BM, linked by someone above) seem to save a lot of trouble in equipping the collar. Get back pain from a fixer, dirty fighter from a martial artist, various expertises, and imp what's left. You'll probably have to get a wrangle to get the 1hb, but it should be doable. The MM should be doable without too much trouble (not certain, unsure of potential implant clashes atm). With a juggler's treat, some low lvl rhinoman sleeves/boots, and some decent imps you shouldn't have a problem getting them on. From what I can tell, the buffs will take up only 103 NCU (that's with a 131 wrangle, you probably won't need that much), which is easy. (quick edit: also, there are plenty of OB's for 1hb that you can get from an enfo. Not sure how much more/less ncu this will take up)

Also, to free up more NCU during twinking, fixers can buff us +10 ncu at lvl 14, if I remember right.

Finally, if you really want to go all out on twinking CL, you should look into equipping a Galahad Beyer pistol (just one, the MR is 303). It's a tough gun to twink on, and you might have to end up putting a few points into full auto (200-800 ip, depending on how high you want to imp FA), but the 20 CL will help you get the max ncu possible.

That's just my two bits. If any of the information is inaccurate, I apologize in advance, as this was mostly done off the top of my head :-p

Seems the flavor of the month is Neleb's Nightmare Battlerod since 17.9. At 75% OE, would that beat the a non-OE Cold Morning Icebreaker?

Edit: decided to do the damage comparison myself, using Ferrell's settings:

Damage simulation for Cold Morning Icebreaker, non-OE

Damage simulation for Frost Scythe of the Legionnaire at 75% (Ferrell has the damage as 157-157 in his original guide, buy my calculation (227*.75) gives me 170-170. Maybe I'm doing it wrong?)

Damage simulation for Neleb's Nightmare Battlerod at 75%

Looks like Neleb's is the winner, unless the target has more than 1200 AC, where Frosty starts to overtake. It's a shame that it's so easy to acquire, because that kills all variety for lowbie enfs. Plus it has a nasty nano drain.

P.S. - Anyone notice the huge attack rating cap for the CMI? It's 2500 from 15.0.1 on, actually raised from 1200 in 14.9. Is that just another database anomaly, or is there a good reason for it?

Yup, the Nelebs "answer" ends and the CMI retakes over until a Howlet is obtained. Lots of old stuff in game, designed for the old maps.

sometimes i get so frustrated and consider rolling an enf for low lvl pvp then i remember i dont like crowded spaces and realise i couldnt stand the bandwagon.

working on a 24 rod twink atm for subway duty and so far, shaping out nicely
